특수가스協, 안전관리 강화 최선봉 선다
▶ 한국산업특수가스협회(KISGA) 회장에 선임된 소감은
▶ What's your thoughts on having been appointed as chairman of Korea Industrial Special Gas Association (KISGA)
안전에 전념하는 업계단체인 한국산업특수가스협회의 회장을 맡게 되어 매우 기쁘다. 협회의 우선적 목표는 가스 생산 및 판매에 있어 최선의 기술적 기준을 모색하거나 개발하고 이를 이해당사자들과 공유해 우리가 사업을 영위하는 공동체에게 최고 수준의 안전을 보장하는 것이다.
I am very pleased to serve as president of KISGA devoted to safety of industry organization. KISGA's primary goal is to identify and develop the best technical standards for gas production and distribution, and share those with takeholders to ensure the highest level of safety for the communities in which we operate.
▶ 외국과 비교해서 한국은 특수가스 관련 몇몇 규제가 과도한 측면도 있다. 개인적으로 과도한 규제라고 생각하는 것은 무엇인가. 또한 KISGA가 올해 중점적으로 추진하는 규제 완화방안에 대해 듣고 싶다.
▶ Compared to other countries, a few special gas-related rules in Korea are too strict. Which rules do you personally think too strict? In addition, what are the focus areas the KISGA tries to deregulate this year?
외국과 비교해 다소 과도할 수 있다. 중요한 것은 이 주제에 있어 우리가 보유한 최상의 기술적 전문성을 바탕으로 규제당국에 의견을 제시해 상식적인 규제를 이끌어내고 회원사들이 규제를 이해하여 자체 컴플라이언스를 관리할 수 있도록 지원하는 것이라 생각한다.
The rules may be more or less strict compare to other countries. I think most important thins is we offer our input to the regulatory officials, based on our best technical expertise on the subjects, to achieve common-sense regulation and then assist the members to understand the rules so that they can manage their own compliance.
▶ 정부 정책과 법에 대응하기 위해 KISGA의 기술자문위원회의 역할이 중요하다. 기술자문위원회에 대한 지원책과 활동계획을 말해달라.
▶ In order to comply government policies and laws, the role of the KISGA's Technical Committee is pivotal. Please tell us what you have in mind to assist them as well as the Committee's plans.
증가하는 정부 및 사회의 요구와 이에 따라 부상하는 신규 입법을 고려할 때 기술자문위원회의 역할은 중요하다. 협회의 기술자문위원회는 분기별 회의 및 임시 회의를 개최해 현안을 토론한다. 위원회의 활동을 지원하고자 실린더 소위원회, K-REACH 소위원회, 소방법 소위원회 등 실무소위원회를 두고 회원사들에게 현안을 전달하고 제안을 취합한다. 협회는 위원회가 앞으로도 지금까지와 같이 분야별 적정 예산을 잘 분배하도록 지속적으로 격려할 것이다. KISGA의 기술자문위원회는 또한 AIGA 기술자문위원회와 긴밀히 협업하여 외국의 사례를 벤치마크하고 있다.
Yes. The role of Technical Committee is pivotal considering the increasing demands of Government and the society and subsequently emerging new legislation. The KISGA Technical Committee holds meetings on a quarterly basis, and on an ad-hoc basis, to discuss the outstanding issues. To assist Committee's activities, there are working-level sub-committees like Cylinder sub-committee, K-REACH sub-committee, Fire Fighting Law sub-committee which actively communicate the issues to member companies and collect recommendations. The association will continue to encourage the Committee to keep up the good work allocating appropriate budget to that area. KISGA Technical Committee also works closely with AIGA Technical Committee to benchmark the practices in overseas countries.
과도한 규제완화 위해 노력할 것

▶ 신규 회원사를 적극 발굴하고 활동을 독려하기 위해 KISGA는 정관을 수정하는 등 적극적인 활동에 나서고 있다. KISGA는 신규 회원들에게 어떠한 혜택을 제공해 주는가.
▶ The KISGA is working actively to recruit and encourage new member companies, having revised its Articles of Association. What kind of benefits does the KISGA offer to its new members?
협회는 회원사 어디나 협회 집행부로 임명될 수 있도록 정관을 수정했다. 신규 회원사는 기존 회원에게 부여되는 혜택을 동일하게 공유하며 업계 관련 기술적, 안전 정보를 이용할 수 있다.
Yes, the association revised the Articles of Association to allow any member company to be nominated as executive of the association. New members will be able to equally share the benefit granted to existing members and able to access technical and safety information for the industry.
▶ 최근 불산 누출, 암모니아 누출 사고가 발생하면서 일반 국민들은 특수가스에 대해 불안감을 느끼고 있다. 이를 해결하기 위한 협회의 계획은 무엇인가.
▶ The general public is concerned about special gases due to the recent leakage of hydrofluoric acid and ammonia. What does the KISGA have in mind to address this?
일반 국민들이 산업 안전에 대해 매우 불안해함을 알고 있다. 특수가스에 관한 한 회원사들은 제조 및 판매 과정을 엄격히 관리하고 있는 것으로 안다. 국내외를 가리지 않고 모범사례를 활용해 KISGA는 현재 KGS의 특수 가스 취급 관련 신규 기준 및 규정 개발을 지원하고 있다. 협회는 앞으로도 특수 가스의 안전관리 강화를 최우선으로 지속적인 노력을 기울일 것이다.
We know that people are very much concerned industrial safety. I understand, as far as specialty gases are concerned, member companies strictly control the manufacturing and distribution process. Capitalizing on best practices, whether in Korea or overseas, KISGA is currently assisting KGS in developing new standards and rules in dealing with the specialty gases. The association will continue to put the highest priority to enhance the safe management of specialty gases.
▶ 끝으로 특수가스 공급기업과 수요기업 관계자들에게 한 말씀 부탁드린다.
▶ Lastly, please share your thoughts with special gas suppliers and customer companies.
산업 및 특수 가스에 대한 수요는 반도체, 철강, 건설 등 기반산업분야의 건전성과 긴밀히 연관되어 있다. 이런 시장이 한국에서 지속적으로 성장함에 따라 산업 및 특수 가스 업계의 성장에도 긍정적인 영향을 미칠 것이다.
The demand for industrial and specialty gas is closely linked with the health of the underlying industrial sectors - such as semiconductor, steel, and construction markets. As these markets continue to grow in Korea, this will have a positive impact on the growth of the industrial and specialty gas industry.
